The city was incorporated on March 18, 1907. The first public election was held at John Kintzer's public house, with borough officials elected at the same location. The Board of Education was organized the same year, with sessions for grades 7 and 8 being held in a private home on the southeast corner of 5th and Franklin Streets. A two-story brick engine house was built in the 400 block of Franklin Street. The city also replaced its old steel truss bridge with a concrete arch version.
