In 1835, the population of Stevensburg was 150, but it declined to only 96 in 1850. As more railroad communities flooded the area, the town never had a chance to support a commercial economy. By the early twentieth century, Stevensburg supported three stores, and its fire department was located inside a livery stable. Today, the town is an unincorporated rural community with a population of about 200.

In 2010, Stephens City had a population of 1,829 people. This translates to 743 households and 447 families. This increase from 2000 was over 59.6%. The city's population is composed of five major ethnic groups: White (Non-Hispanic), Native Hawaiian & Other Pacific Islander, Two+, and Hispanic. Nearly zero people speak a language other than English at home.

The town was first settled by Peter Stephens in the 1730s and incorporated in October of 1758. It was named after Lewis Stephens, a German Protestant. It is the second-oldest town in the Shenandoah Valley and is located 5 miles (8 km) north of Winchester. In the 1850s, it was home to the first free black settlement in the Shenandoah Valley. In 1864, the town was saved from being intentionally burned by Union Major Joseph K. Stearns.
