The population of East Liverpool City, Ohio is very diverse. In 2014, the median age of residents was 37.6 years, and a quarter of the population was under 18 years old. Forty-one percent of residents were married couples, while twenty-five percent of households were made up of individuals. Thirty-four percent of residents were between the ages of 25 and 44, and fourteen percent of residents were aged 65 and over. There were two men for every three women.

The East Liverpool downtown is located on flats in the river valley. The area is bounded by four streets, U.S. Route 30, College, Walnut, and Moore. In the north, Moore and Grant streets divide East Liverpool. In the first half of the nineteenth century, the CBD was located on a flat plateau between the Ohio River and 3rd Street. In the second half, the center moved northward between 4th and 6th Streets. Until the 1960s, the city's downtown was located near the river.

East Liverpool is home to a public high school and 19 grade schools, as well as a private kindergarten. The city is home to a number of churches, including one for Catholics. There are twenty-five churches in East Liverpool, representing many different faiths and denominations. All of them are well-supported and boast beautiful edifices. The Y. M. C. A. has a landmark building in the downtown area, and the town recently added an athletic field and renovated an old high school clocktower.
