The funds are authorized under Title I of the Housing and Community Development Act. In order to get the most out of this grant, the City consulted with local social service organizations to identify needs and what services are needed in the community. It then developed a Citizen Participation Plan. Public notices and informational meetings were held for residents to participate in the planning process.

The rest of the population was comprised of married couples and non-families. Of these, thirty-seven percent were between the ages of 25 and 44 and 16.9% was over the age of 65. There were 84.9 males per 100 females, and 44.7% were over the age of 18.
