Until a few years ago, Jasmine Higgins was one of the only Black families in her neighborhood, Pine Hills. She has been living there since she was a child. Her father, grandfather and great-grandfather all lived in this neighborhood. Today, it's a majority-white neighborhood bordering Washington Park.

However, there is a difference between whites and blacks in these communities. Residents of these neighborhoods are struggling to make ends meet. They are the poorest neighborhoods in the area, and have the lowest homeownership rates. These disparities were locked in place in 1938 when the federal Home Owners' Loan Corporation was established to stem foreclosures.
