Council Bluffs is the largest city in Southwest Iowa. It is the primary city of the Omaha-Council Bluffs metro area, and is located on the east bank of the Missouri River. The city was known until 1853 as Kanesville, and was a historical starting point for the Mormon Trail, and was the northernmost anchor town for other emigrant trails. However, the city was not always known as "Kanesville," and it was only in 1853 that it was named "Bluffs."

Council Bluffs' population grew considerably in the 1950s and 1960s, and the city's residential development was largely fueled by the growth of the Council Bluffs Mall. In addition, J.C. Penney and Target relocated from the nearby Mall of the Bluffs. This helped spur development and growth in the city. In addition to residential growth, the town has experienced major changes in transportation, including the completion of the Council Bluffs Broadway Viaduct in 1955, and the construction of the Kanesville Boulevard U.S. Route 6 bypass in 1984.
